Sir Joseph Russell Bailey of Glanusk Park, Llangattock, Breconshire was educated at Harrow and Christ Church College, Oxford. He became High Sherriff of Brecknock in 1864, MP for a Herefordshire constituency in 1865, Chairman of the Breconshire Quarter Sessions in 1883 and was created Baron Glanusk in 1899. He was also Lord Lieutenant of Breconshire and made important additions to Theophilus Jones' 'History of Brecknock'. He died in 1906.
